Very few apps have Pixelmator's quality and polish. Paint.NET is a great option on Windows for quick and easy graphic work, has been enough to keep me off Photoshop (as a web dev) for years.

What got me to buy Pixelmator was the amount of instructional material they provide on their website, that is well laid out and easy to follow.
