I partially agree on this.

I believe it depends how a person values the opinions of friends and families.

If I care about what they think, I will be accountable and try to reach those goals.

If I announce my goals and do not deliver, my friends and families would stop believing in and listening to me.

I'm very selective on the plans I announce. I only announce those that I think I can achieve.
