Well, bootstrap-rails is on the list. I was going to add it Meteor in under Frameworks > Javascript.

You don't draw the line; you just arrange those in order of independence, first the ones where there are no dependencies but bootstrap itself, then the helpers to use it in major frameworks (Meteor, Django, Drupal, WordPress, etc) and then minor frameworks and miscellaneous dependencies.
