If I go the thenextweb homepage and click the link to the article I get the url with ?fromcat=all. Banning a user because they copied a url directly is not a good solution. Many websites put some extra information in the url.
At the same time you should not be penalized for actively cleaning cruft from the URL before posting.
Had the exact same thing happen to me, took the time to clean up the URL, next submission a few minutes later got approved and you could see both links to the article next to each other under new.
