Does anyone know the mechanism they’re using to determine a Google account was “recently active?”

The end of the article says,

You are talking about Google, but I wish at least Signal made the delivery receipts optional (or do away with them).

It's been proposed a number of times, but I don't think there has been any response from Signal.

I'm a lot more intrigued by the headlines around the venmo transactions.
