This reminds me a lot of the "Sovereign Citizen" consultants that trick people into thinking they don't need to register their vehicles or have a drivers license by selling them guides and classes. Some of them even fraudulently represent themselves as attorneys giving legal advice. This pisses off law enforcement and judges to no end.
