absolutely not.

it is common - https://cloud.torproject.org/

tor is not mentioned on the aws site - http://aws.amazon.com/search?searchQuery=tor&searchPath=...

there is nothing related in the customer agreement - http://aws.amazon.com/agreement/ (no mention of tor, proxy, etc).
