I agree that cheating this achievement is silly and if you do that you might as well be hones with yourself and use Steam Achievement Manager instead of messing with the system time. But remember that Steam does push you "complete" games by showing achievement progress as a percentage and listing ones you don't have yet right on the game page in the client - and that (as well as the immersion-breaking achievement notifications) cannot be turned off.
