I don't think the White House denied that Elon Musk was under investigation. It would be...completely inappropriate for the White House to comment on specific investigations from the FBI or DOJ.

Rather, the White House denied that there was a national security review of Elon Musk's projects. That's important, but very distinct from a denial that there are no investigations of Elon Musk. It's also a subject matter that is much more appropriate for the White House to comment on.
