There are "only" 256 extension header IDs which gives an upper bound. Realistically you're never going to be able see more than 20ish to process on a packet because after that you're likely requiring the packet be >1280 bytes which would create problems anyways - unless all of the sudden they start pumping out 8 byte extension headers like candy.
