SanFrancisco spends lots on homeless programs [0], more than almost every city, but they are ineffective. So government is failing at this problem. No argument from me re: government failing. There are so many failures regarding housing and other issues up and down the bay area. It has got to the point where I question whether the rich culture that does exist is worth the quality of life trade.
