Another option is using SMS. Not sure if that would be safer, but an interesting thought.

I've had enough of those take 30+min to be delivered that I wouldn't personally want to build a real-time feature on it for the masses.

For me SMS work reliably. And when it does not work, it usually indicates huge overload which means that Internet is long gone. May be different hardware with different cellular operators.
