I think what the OP is trying to say is that it is hard to imagine a career politician instituting such a program.

George W. Bush was a career politician and as President he instituted a pandemic response plan.

You mean, career politicians like the Bush administration, that stood up the Pandemic Response Team, that was subsequently dissolved by the Trump administration?
