For both user rights and robustness of implementation, it would seem that banks partnering with telcos to block certain IMEIs country-wide would be more effective. There's still the problem of debtors selling phones out-of-country or unsoldering/reprogramming IMEIs on phones, but changing the IMEI at least sounds more difficult than bypassing a phone lock, unless the lock involves nonvolatile on-SoC storage.
