Irrespective of the evolving timezone info, the core MomentJS can only be "done" for a particular set of browser versions. Each bug pertaining to dates, like https://bugs.chromium.org/p/v8/issues/detail?id=7863 , is a potential browser/engine version for which Moment needs a fix.
