Of course that's true for accepting donations, but what about contributions that aren't treated as donations? Or could another foundation receive donations and hold them in trust until the new foundation is able to receive them? Is the new foundation actually expected to be in immediate need of funds such that this would be worth considering?

There are setups like this, but it all involves paperwork and legal stuff and time. :)

We do not immediately need funds, so it is probably a distraction, yes.
