This is the best argument I've seen for making it publicly anonymous which moderator took a specific action and maintaining a large pool of moderators.
Bad actors can harass a community as a whole (and they do) but it's much harder for them to target specific moderators. The flipside is that moderators have to hold each other accountable for impartial enforcement of the rules.
