Unity is transitioning to DOTS, a vastly more performant and parallelisable architecture. Obviously this isn't relevant to legacy titles, but "games are mostly single-threaded" is increasingly a thing of the past.
And Unity is pretty much dead last in that spot too. Remember that both the PS4 and Xbox One are (formerly) high core AMD cpus. Anything that runs on them can handle multi-threaded processors pretty well
It doesn't appear to scale past a certain size of city very well. Lot's of people get best case baseline fps of around 50. Great game for the most part though.
