It takes a good 2 or 3 seconds to get a response from the UI when right-clicking. Also, it takes 4-5 seconds for Drive to realize when I'm dropping files or folders. Not sure if these issues are new or specific to Material per say, though.

4-5 seconds on your machine? Check for a button usually next to the power button on the CPU labeled “turbo” and give it a click. Might help.
