This is a standardized effort from within the Bluetooth SIG. All other Bluetooth mesh networks (and there are many) are implemented in the application layer, rather than at the link layer (BT actually fragments the link layer into many layers). This specification specifically is a managed-flood network (without routing), that uses a suite of generic profiles that any bluetooth 4.2 radio can implement.
