Yeah, no shit! This is no surprise to me whatsoever. Owncloud has been stuck in a rut for a long time! I'm assuming that taking 90% of the top contributors means they'll still be taking along a hefty amount of the politics, but maybe with a fresh outlook this project will become competitive again.
