Just skimmed the PDF. I believe the war on drugs is responsible for the majority of the offenses reported in the Violent and Property categories. And let's finally face it: had psychedelic therapy options been available, literally no one would get stuck in hard addiction drugs including alcohol. And had cannabis been legal and used to treat depression, large part of the US population would not be psychotic and intermittently suicidal zombies.
